It is FuBar. You can customize it with a TON of plugins, all available on curse.

Too often,raid UI packs include extraneous addons that, though usefull, are not neccessary for effective raiding. This UI mod is intended to provide excellent funtionality, while minimizing the impact on memory. It is also intended for those who get sensory overload from too many "pretty" additions that provide only minimal benefit.
