Addon's great. Few things though (I went in and did these myself).
I'd like it to be resizable. "main:SetScale(x)" will not interfere with the hard-coded values already in.
The timers update every 0.5 seconds. In my opinion it'd be better at 0.2. Opinion, though, not a big deal.
There is code for hiding the addon while Rune of Power is not the selected talent - however, there is nothing for showing it again upon retaking it.
Your update code is flawed, and is cutting off a few seconds (more noticable for me because of my lower update timer).
3 lines from the bottom, change:
update.e = 0;
To:
update.e = update.e - UPDATE_INTERVAL;
Thank you for the addon ! Can you make it hide/disable automatically when the mage havn't taken in talents RoP or if I play another character, not a mage ? My alts would be grateful :)
Would also say- Make it resizable. if it is already resizable then apologies and would appreciate being told how to resize it.

The Slash Command /mc is also used by another addon called MapCoords. Considering this is a common addon you may want to change your slash command to /magiccircles, or make an interface option panel for those of us with MapCoords, since we cannot lock the frame while both addons are active.
Thanks for the heads up, must be obvious that I don't use MapCoords. I'll add some new slash commands in the next version, haha!
