About WIM Skin Suite: CityScape
These skins will not work if you do not have Pazza's WIM Addon installed.
WIM Skin Suite: CityScape includes:

Skin Folders within the .zip are to be installed just as any other addon would be (placed in to the /AddOns/ folder).
Skins will then be loaded up and recognised by WIM.
What does this pack do?
This is a pack of 15 skins for WoW Instant Messenger (WIM). Once installed, when you go into your WIM Options, you will be able to choose from a few additional skins to change the look of WIM.

I've noticed that I am unable to make an account at the official WIM forums, so I thought I'd post this here and see if I can find a response. Do you know if there's any way to set different themes for different characters? I play a variety of races, and it's a little odd to see the Silvermoon theme on my Dwarf. Also, I wanted to make a suggestion for the Dalaran skin. Would it be possible to add the Eye of Dalaran to the theme somewhere? Maybe in the center of the window, like the Horde and Alliance ones? Or even place one of the little Dalaran flags over on the right? Otherwise, I absolutely love these skins. You've done a really fabulous job on them!
I don't actually play World of Warcraft any more... I mean, I do still have an active account, but I just don't even log in to the game these days.
The image files are all editable. You could open them up with one of your favourite paint programs.
\AddOns\WIM-Skin-Dalaran\message_window_Dalaran.tga
They are tga files so it would have to be a paint program that can open those files.
Once you edit it, add your Eye or Flag, save it and it should show up next time you load up World of Warcraft.
As for a different theme for different characters, I believe that would have to be something WIM itself would need to do (if it doesn't already do it).
You could suggest that feature for the author of WIM over here: http://www.wowace.com/addons/wim-3/
I'm glad you like the skins. They were just examples made in order to inspire the community to create some skins for WIM.

If there is a way to allow it to repeat a section and not stretch it (there well may be), I haven't yet learned how to do it. :(
I was learning how to move some of the buttons and text as I was doing these skins but how to may it not stretch to fit I am unsure. :(
