Jarlaxle is probably right. Emerald Dream is in play, devs have mentioned they have plans for it, however, progression wise Arathas seems a more logical follow-up after the death of Archimonde (past), and Illidan.
Arathas defeated Illidan, which where Illidan failed Kil'Jaeden, the greatest of the Eredar, and ran off to Outland. Which would follow the ideal each subsequent boss should be greater than the previous, not only in difficulty but also in lore perspective. This would also add in a chance to tie in Malygos, through the Dragonblight (Link http://www.wowwiki.com/The_Dragonblight) and the Nexus Fortress (Link http://www.wowwiki.com/Nexus). Which would tie up the free ends of the Dragon Aspects leaving only Deathwing. As also Jarlaxle has stated the Nerubians are there. Really Northrend right now has a lot of really good potiential.
But what you have to realize with the Emerald Dream is, it is the source of creation, it is the neo-christian equal to being right there watching God at work....And it's also corrupted. Out of all the great beings that you would assume are powerful enough to touch something that powerful, there remains only 2....Kil'Jaeden, who convienantly has been partially out of the picture lately with the exception of the Doomwalker, and the Dark Titan, Sageras.
Now historically it's persumed Sageras died along with Medivh, however, I would be more likely to persume a being of Sageras power would not simply just die. I would be more likely to believe he found a way through Medivh to transcend to the emerald plain.
The only other unanswered storylines that I could envision between here and there would be Grim Batol, some of the "Titan Vaults", which 1 is located in Northrend, and finally the Maelstorm home of the Demigod, Azshara, who was corrupted by Kil'Jaeden.
Cliffnotes: Northrend and Arathas and/or Maelstorm with Azshara, then Kil'jaeden and Emerald dream finally ending the World of Warcraft in defeating Dark Titan Sageras.
Note: I am not a dev and this is not insider info, I'm just a guy with a lot of time on his hands and really good imagination for what I think would be an exciting future for WoW.
Now if you want my personal vision, I saw we defeat Arathas and learn that he was secretly working against Kil'Jaeden and Sageras who are trapped in the emerald dream....Which then we discover at the begining of the next patch the goblins in the maelstorm have found a rip from the original Well of Eterenity leading directly to the Emerald Plain, which happens to be where Azshara has placed her lair.

Would be very, very cool to take on someone so powerful, but it'd also mean the end of the warcraft line and lots of people keeping their £9 a month so I can't see Blizzard doing it. I even have reservations about Arthas appearing when we get a Northrend expansion since he's the top of the scourge ladder, but at the same time he *was* playable in previous warcraft games so I can see sense in making him a boss - just not the next line up.
Beyond Northrend and the Emerald Dream I think there'd be a few more novels out to create new places before they started clutching at straws and throwing in the big guys.

This is why Northrend is a viable option
Most of the response toward why Arthas isn't in the game yet was because of how powerful he is. This is a major reason that I'm surprised Illidan dies in the game's first expansion. Granted, he isn't near the level of power Arthas is at, but he's still a very powerful character in Warcraft lore.
