Drysc posted about Voice Chat "Ramp Ups" on the official forums, stating that only certain servers will have it enabled the day 2.2 comes out; others will see it enabled a week after the patch.

In the upcoming patch we will be introducing voice chat, which allows players to talk to each other in-game with the use of a microphone. To ensure that we provide the quality play experience we’re committed to, we will be ramping up the voice chat feature in multiple stages. Currently we are scheduling voice chat to be available on patch day for a limited number of realms. While all realms will still receive the 2.2 patch, and all the content and changes therein, only some realms will have voice chat enabled at the start. We plan to then enable voice chat for the remaining realms the following week. This ramp up release will help us to test the voice chat feature in a live realm environment before enabling it on all realms.

For those that are worried about vocal gold farmer spam, don't be. The VoIP feature only works in parties, raid groups, and custom channels. It isn't a public address system. And your ignore list still works on voice chat, anyway.
My guild uses Vent so I see no reason in using the ingame chat feature. Especially if the voice chat isn't clear.
I bet spammers will run amuck Especially when all they have to do is use their own mics!!

the thing about the voice chat is that the quality is horrible compared to vent/TS
i dont think the top-end guilds are gonna go with this new chat service imo, probably mostly be for lil 5man pugs or lowbie guild runs (Kara, Gruul)
i think high end guilds will still use Vent or TS and the in game Voice Chat will be used for PUG groups

Yay, BDF is on the list! Here's hoping that this feature doesn't destabilize the game.
There doesn't appear to be a list of servers on the EU forums, so I'd expect that unless they announce it in the next 8 hours or so, the EU realms will get voice chat all at once.
I wonder if this extends to the European realms as well? It is noteable that the European realms tend to see smoother patch introductions for whatever reason I am unsure as to why this is).
i wonder if the quality is any better than it was at first.

Blizzard is getting smart. This way, if mass chaos ensues because of problems, they only have to fix a small number of realms instead of all of them. Personally I think the starting list is too big but that's just me.
